Notes: Constructive criticism welcome, as always. This one is...kind of weird and vague, and took forever to get going, but I like how it ended and it's been way too long since I wrote in this 'verse, so here it is.

Subject is, of all the extranormal humans currently in Section 401, ideally suited to be handed over to the Commander for further training. There is an increasing need for our programs to expand beyond the theoretical, and she will be an asset to our first combat unit.

Section 401 is for psychic gifts--elemental manipulation, foresight, and the like. All of the Commander's subjects--there are a half-dozen of them--come from that subject. All are fully human. He focuses in on one at the end of the line. She is small, quiet, keeps her head down. His files indicate her gift is--well. He ignores the faint, squirming feeling at the back of his mind.
He has to turn them all into soldiers--into weapons. Those are his orders. She...he will keep an eye on her.

Subject continues to impress. She forms the core of the unit. However, the Commander has become much more sketchy in his reports, particularly where they concern her. This will need to be watched closely.

He is concerned that he's becoming obsessed with her, and he has no idea why. He tries to hold himself back, not be any harder or softer on 827F than any of the others. But she is talented, and her gift...
The important thing is, she is talented, and his thoughts about her are increasingly inappropriate. Not in a sexual sense, of course, but in a...he lacks the words for it. He goes over his reports on the unit's progress a thousand times before saving them, and prays he hasn't given himself away.

The Commissar has been attached to the combat unit, as the Commander has become increasingly non-communicative without actively defying any regulations. He, too, is impressed by the Subject, and his preliminary reports indicate that the best option going forward may be to replace the Commander with her.

She is highly suspicious of their new companion--he has no idea what their world is like, running simulations for a thousand thousand planets, bonding with each other and even with the Commander.
Or, well, at least everyone except her gets to bond with the commander.
She only wishes she knew what she had done to make him hate her so much. She excels, she knows she does, and yet he refuses to do more than the bare minimum of acknowledgement required of his position. Especially now that the Commissar has had her promoted to second-in-command.
She mistrusts the promotion, but she plans to use every inch of it to prove herself to her superior.

Subject mulishly backs the Commander's every play, and refuses to cooperate with the Commisar. Our hopes for the future of our combat unit in her hands remain murky. However, she seems to have smoothed over whatever rough edges he seems to have been having since the project began.

The Commander, 827F realizes, is a genius. Where, exactly, he learned his talent for strategy, she has no idea. She has no idea where he came from--if he was bred here, or acquired, or even hired like some of the staff were.
She can't quite bring herself to ask for his story.
But now that they're working closer together, she starts to get more glimmers of approval. She learns how he used to read, all the time, when he was left alone in a dark room--writings and reports of old generals, Sun Tzu, Ignatius Loyola, Julius Caesar, Lautaro...all he could find.
He spent a lot of time alone in a dark room, she learns.
It's nearly two years before she learns why.

Subject has been acting out of character, as if she is trying to charm the Commissar. He is unsure whether there is something she is plotting or if she has genuinely having a change of heart. Either way, this bears close attention.

He knows why she haunted him at first. It's all about the water--trapped in a dark, dry room with nothing but the generals for company, learning control, forgetting...forgetting everything except control, and then she--
She knows why he hated her at first. It's all about the water--learning to worm through the cracks and find where he was eroded away, filling the spaces the Institute carved into him, tried to carve into her, plotting their revenge, plotting to free themselves and the other living weapons, and they--
They understand why the others don't want to come. It hurts, but they do understand. Not everyone is made of water.
Not everyone can understand what the Commissar and his superiors have done to them.
827F smiles and takes the hand of the other hydrokinetic, her commander, her partner, subject number 401283C, and even if they don't have an army any more, well, they have the water.
All they need to do is flow into the cracks in the Institute's facade and--
401938M, a telepath, shows the Commissar what she found in their minds the night before they strike.
