She was pretty, in a mousy sort of way. There were brighter candidates on Father's list, but he didn't want them.
He didn't precisely want Fera, either. He wasn't sure what he wanted. But she was sweet; quietly charming. Acceptable.
He studied his request for her hand, wondering if it was too stiff, but decided it didn't matter. He knew his duty and he would do it, and, while he would never be so crass as to say he didn't love her...
Best not to mislead her.
He sealed the letter and sent it off, resigned to a hollow future.

He does try, at least for courtesy/cordiality. He's...not as clear as he thinks he's being, or Fera might have been better able to keep her own level of courteous distance and not fallen as deeply in love with him as she did, though. :/ But he is trying not to be cruel, at least.
