The Housing Authority has learned everything they need to know about these living arrangements. They can track nearly everything about the residents, from personality to political leanings, and they know how to keep them separated. They have the proofs for it. It’s all mathematics.

So they keep building the containers. They place people where they need to be placed to keep a critical mass of any sort from building. If they need to be moved, they’re moved, but that’s getting less and less common. It’s truly a marvel, or a nightmare, of planning.

Okay, that's a cool dystopia idea. And I come down on the side of "why not both" tbh.
