I make no apologies, because they are unneeded. My hands may not be clean, but my cause is just, and that more than justifies me.

In this context, yes, she is talking about Kellom. But if Andrell or Mellir or one of the princesses ever ended up in a position where their death was necessary to her cause...I mean, depending on which niece/nephew was involved, she might have a little more regret over it, but she'd still do it.
