It's not a sign of failure if you see something today that wasn't previously apparent. A current obstacle is merely a test to see if you are listening to the feedback the universe is giving you. At first, she and Andrell kept their affair discreet.
Not because they thought Queen Nolani would be jealous, or the King taking a mistress might ruin the peace his marriage bought, but mostly because Tova didn't want to hurt the Queen. She liked and respected her, and as Nolani and her mistress had had a falling-out...
But the Queen asked to meet her, and wasn't hurt--she was happy for them. And the approval of her beloved's wife meant the world to Tova.
So, she stopped hiding, and stepped out into the open, on her lover's arm, and never looked back.

Yes, Tova is very happy with her lover and his wife and her lover. They make a very weird family unit, together with Andrell's two kids (his daughter with Tova and his son with Nolani)
