Uhm....Well, there had been a hierarchy but that rather deteriorated and now you have factions of angels who are running, factions who are trying to take over the world and factions who are trying to get things back t the way they had been.

The demons, who are more for balance rather than 'Oooh we are bad' are just chilling in the underworld being like "Dude, did you hear what's going on Above? That's craaaaazy. I'm gonna stick down here for now."
