It's more like, the priestesses don't really talk about what they do, so people let their imaginations run wild. And since their rituals apparently ease droughts and extremely hot days, they just make their own assumptions. A few people probably do come up with theories like this, but even more so, and people think they're just fantasizing for the sake of it...
