Kes didn’t go down to the beach to say goodbye to her sister when she and Dallu left.
It wasn’t that she didn’t want to--she did, more than anything; she and Taz had been inseparable since Kes had turned fifteen and been old enough to join a crew--but things were too unsettled between them, in the aftermath of losing the Glory, and Kes didn’t want to make things harder for Taz, to have another fight essentially on her wedding day. And they would. They couldn’t help it. They were storm-sisters, wind and water, reshaping the coastlines as they pleased.
So, instead of saying goodbye, she watched her sister’s ship disappear from the horizon, standing by the cliff house Taz had bought years ago, feeling like the beach after a hurricane, pounded and devastated and no longer familiar. So much had changed, thanks to the choices she had made in that last naval battle of the War--choices that had saved her sister’s life, but at a terrible cost. And now her sister was gone, and she might never see her again, and--
Kes closed her eyes and turned away, wishing she’d run down to the beach in time.

And then eventually Kes writes Taz and they make up and visit back and forth as often as possible, but...yeah...
